I know it says to add dye to dry unwashed hair but my mother went to get her blonde hair dyed brown and the stylist spritz water on the sufaces to dampen it. I also read before that you do this when your hair is light and your going darker.
Any suggestions
I just want to know how i can have the dye penetrate beter

Usually you apply it to dry hair. It is also true that at salons they sometimes slightly wet the hair before hand- both methods are ok. Salon dyes though are much better quality and won't leave your hair feeling "heavy" or damage it as much.
Here's my advice since I have dyed my hair every color in the rainbow. If this is your first time... I would really consider having a professional do it. If that's not an option, I would consider using semi-permanent dye since it will fade gradually. This helps prevent the "oh my, it's way too dark!". Another thing, is your hair blond? Blond hair can be alot more difficult to color- it's hard not to end up with red or orange tints. If this is the case- I wouldn't take the chance of messing up your blond color because it's very easy since it's so light.
On the other hand, if your hair is brown - you can def. dye at home but you need to worry about using a warm, cool, or neutral dye. If you want more red/gold in your hair go for warm. If you want to minimize the red go for cool. Hope this makes sense!
Honestly- in the box hair dye is harsh on your hair and could surprise you in a bad way. If you want to take the chance though, I would suggest semi-permanent Herbal Essence :)
Good Luck!

Hair that has been bleached is more porous than natural hair, the water is used to even out the porosity so it doesn't suck the color in like a sponge and come out too dark, and so that it can penetrate more evenly and not fade out or be, well, uneven. If you are going darker from REALLY bleached hair, it's best to actually use a filler with some color in it, usually gold or red, to replace the missing colors that have been stripped from the hair. This prevents it from quickly fading to a nice green or grey color. Fillers should be used carefully and if they aren't necessary they should be left out entirely, but they are helpful in some cases.
