Dumb question, but the new look the younger girls are wearing where the hair is layered and the longer layer is dark brown and the top layer is blond..........what is easiest way to do this?

i have the dark brown hair and blonde on top. Its pretty simple if you have brown hair get blonde highlights all around. Then get it layered .

those top layers are highlights. the got there hair pulled through a highlight cap. and add the blond highlights to there hair. easy to to do.
